Feeding the beast: UPA's endgame?

The team of conservatives around Ronald Reagan believed their grand ideological plan to roll back the state would face heavy weather from various interest groups. These groups would prevent the Reaganites from cutting government spending. So they chose a strategy that came to be described as starving the beast. The Reaganites first slashed taxes, and hoped that the rising budget deficit would then create public opinion in favour of cutting spending rather than raising taxes all over again. In other words, the beast would be starved of fodder. It would have to slim down.
