A defining judgement
In 2008, the Union government awarded 122 telecom licences on a first-come-first-served basis to new entrants and CDMA operators migrating to GSM technology, at a price discovered in the auction for the fourth cellular operator in 2001. The choice of the policy, the irregularities in its implementation and the alleged criminal behaviour of the parties involved have occupied centre stage in our national imagination for over a year.
