Kapil Sibal’s bluster hasn’t improved education

India’s poor ranking in an international annual assessment of students’ skills should serve as a wake-up call for the country’s educationists as well as the Union Ministry of Human Resource Development. In the Programme for International Student Assessment test administered by the Organisation for Economic Cooperation and Development for South and South-East Asia, India came in second last, performing only slightly better than Kyrgyzstan.
