Boot out bad babus

Following on Manmohan Singh’s 2004 promise that administrative reform “at every level” would be a priority and following on the 2008 recommendations of the Second Administrative Reforms Commission’s report on refurbishing personnel administration, DoPT has finally notified new rules that are intended to make it easier to weed out incompetent officers from the Indian bureaucracy.
