Flying into headwinds

The Government's decision to allow domestic airline companies to directly import aviation turbine fuel (ATF) is a welcome, but probably unworkable, initiative. Welcome, because ATF is currently a canalised item, with its imports permitted only through state agencies such as Indian Oil Corporation. There is no place for canalisation in a free market economy, unless it pertains to fissile material, firearms or other sensitive products.
