Congress trying to replicate Soviet state

On the face of it, there may appear to be nothing wrong with the UPA Government’s decision to make the National Counter-Terrorism Centre operative from March 1. The NCTC has been established under the provisions of the Unlawful Activities (Prevention) Act, 1967, and, according to the Government, will help in a more efficient coordination between the Union and the State Governments to tackle the growing menace of terrorism. But that is just the surface reality.
