It's UP side down

It`s rare for the foibles of the Centre to impinge on assembly polls which are usually fought on state-specific issues and local concerns. But after its debacle in the just-concluded elections, the Cong-ress can no longer pretend that a year of scams and non-performance by the Manmohan Singh government in New Delhi has had no effect on its fortunes in the states.
