Non-UPA states lead in housing scheme

States governed by parties that are not part of the UPA are making the most of a central scheme meant for the urban poor. According to the Union Ministry of Housing and Urban Poverty Alleviation, seven out of the 11 states which have managed to get two or more projects sanctioned under Rajeev Awas Yojana (RAY) are non-UPA ruled. The scheme recognises the right of title of hutment dwellers and was announced just before the general elections in 2009.
