Accept Trai’s prices, not DoT panel’s

The department of telecom (DoT) panel that rejected the Trai's proposal to lower spectrum auction floor prices is wrong. In the second week of September, the telecom regulator had suggested deep cuts in the floor rates at which spectrum for GSM telecom should be auctioned.
