Reviving stalled highways projects

It is no secret that public-private partnerships (PPPs) have had a hard time in India of late. The troubles in this governance structure for projects across sectors are well-known; they are particularly acute in the roads and highways sector. As reported in Mint today, the government now plans to establish a roads regulator to solve problems in resolving contractual disputes and renegotiation of future contracts. The development is timely.
