Develop an ecosystem for semiconductor sector

Semiconductor chips are inside everything that underpins modern life, say, cellphones, automobiles, refrigerators, planes and power plants. An alien race bent on destroying modern life on earth merely has to disable everything electronic. While an alien invasion may be far fetched, the monopoly of a small number of countries manufacturing semiconductor products could be quite dangerous.
