With a fractured mandate, Uttar Pradesh is voting for President's Rule
AFTER FIVE YEARS of a stable government under Mayawati, ensuing elections to Uttar Pradesh assembly are likely to throw up a highly fractured mandate with no party or pre-poll alliance expected to garner a legislative majority in the 403-member assembly. In my assessment, the state is once again headed for a spell of instability and possibly President’s rule.
