Politics of Paralysis
There is much concern over government paralysis. Decisions are not taken either by ministers or civil servants. Such dither holds up projects and stalls investment. Growth is hurt, banks build up bad loans, lend even below their normal levels of stinginess, financed purchases slump, industrial production dips and concern over government paralysis spirals yet another unrelenting loop.
