Divided by a dam

Tamil Nadu and Kerala are on the boil over the Mullaperiyar dam. Mistrust bet-ween the governments has percolated to people living in both states. Incidents of physical violence have been reported from both states and road traffic at the inter-state border is down to a trickle at many places. With politicians riding populist rhetoric, the law enforcement machinery in both states is stretched.
