The Council of Scientific & Industrial Research (CSIR), which was set up in 1942 to coordinate and monitor research and development in the country, was retained as the nodal organisation of the government for R&D management after independence. The prime minister was made the ex-officio president of the CSIR in order to emphasise the importance of R&D in the country’s economy.
