On February 18, the National Highways Authority of India (NHAI) woke up and terminated the concession to operate the Delhi-Gurgaon expressway. Friends doing the to-or-fro Gurgaon commute await what the court may decide. But the point in this column is to show how NHAI itself, albeit under a different leadership, is party to the unholy mess.
