Seeking liberalisation of foreign investment, the Economic Survey has sought a "phased" opening of FDI in the contentious multibrand retail sector while also pitching for overseas investment for the beleaguered aviation industry. Notwithstanding the opposition to FDI in multi-brand retail , that had forced the government to suspend its decision late last year, the survey recommends a rollout in stages.
