Even though the Union Budget 2012-13 has alluded to the possibility of freeing prices of diesel and fertiliser, the UPA is yet to build consensus amongst its allies on these contentious issues. “The Budget has to be passed by Parliament and I cannot make a proposal that is not acceptable to others. We will have to take political parties on board for proposals in the oil sector,” finance minister Pranab Mukherjee said at an interaction with reporters on Sunday.
