It all started in the early part of the last decade. The economy was set to grow faster than envisaged, but to make it sustainable the country would need more coal than the monopoly Coal India Ltd (CIL) could have produced. Since there was not enough existing planning to ensure growth in commercial coal production policy makers hurriedly drew up an ‘emergency plan' to ramp up production.
