CAG holds PMO responsible for coal fiasco

The Prime Minister's Office is directly responsible for the delay in introducing the new system of competitive bidding for allocation of captive coal blocks, says the Comptroller and Auditor General in its draft report on coal. Work on the new system was initiated in June 2004, but it has not become operational yet.
