Union rural development minister Jairam Ramesh on Sunday threw in the towel on large-scale corruption in the UPA government's flagship programme, the national rural employment guarantee scheme (NREGS). Conceding his inability to check the looting of NREGS funds, Ramesh said at the state Congress headquarters in Bhopal: 'My hands are tied. I cannot cross the line.
