Negative fallout across the spectrum

Trai's recent recommendations on auction of spectrum (April 23, 2012) have adopted a forward-looking framework on several aspects. The recommendations related to 'liberalisation' of spectrum, i.e., giving freedom to the bidders to use any technology or service in the allocated band rather than specifying it as a part of the licence, indicate a significant mindset change.
