A Joint Secretary-rank officer in the Cabinet Secretariat has been found guilty of leaking Army chief VK Singh’s top secret letter to Prime Minister Manmohan Singh on the poor state of force preparedness. The probe, conducted by the Intelligence Bureau, has cleared General Singh of any role in the episode. However, neither the Army nor Government has confirmed the report.
