UPA caste census rusting

The UPA Government’s much-hyped Socio-Economic & Caste Census (SECC-2011), launched last year in a bid to accurately identify the poor for doling out largesse, is moving at a snail’s pace. A majority of large States like Uttar Pradesh, Bihar and Kerala has just begun to initiate the enumeration process. The Centre is especially facing loss of face because many of the dawdling States are governed by either the Congress or its allies. Officials in the Rural Development Ministry, which had started the survey in June 2011, said the deadline to complete the survey may in all likelihood be extended once again, making it the third time in a row.
