RTI figures at least bear that out. Applications filed by The Indian Express under the Right to Information Act reveal that since June 2004, Prime Minister Manmohan Singh has constituted 183 groups of ministers (GoMs) and empowered groups of ministers (EGoMs) on various issues. As many as 83 are chaired by the Finance Minister. Agriculture Minister Sharad Pawar ranks second, heading 29 such GoMs, followed by Home Minister P Chidambaram (24).
