Ex-coal secy bolsters Anna claim

In a scathing indictment of the UPA’s policy paralysis syndrome, a former bureaucrat on Saturday said that Prime Minister Manmohan Singh could have been firm in ensuring transparency in coal block allocation when the Ministry was under him during UPA-I through competitive bidding.
