NEW DELHI: Chief election commissioner S Y Quraishi, who retires on Sunday, would have left the EC a much happier person had the electoral reforms bill been passed by Parliament during what he calls his "dream tenure" as poll watchdog. "For the first time, the EC and the law ministry held joint consultations for reforms. Union law ministers visited the EC for the first time in 60 years," he said.
