Sabotage whiff in Mumbai fire?

A major fire engulfed three floors and make-shift offices on the terrace of the six-storied Mantralaya — the Maharashtra Secretariat building — in south Mumbai, on Thursday afternoon, killing two persons, injuring 16 others and gutting innumerable files and official records in State Urban Development and several other departments.
