Gujarat Governor Kamla Beniwal is heading for another confrontation with Chief Minister Narendra Modi over prosecution of Fisheries Minister of State (MoS) for an alleged scam in contracts. With the high court ruling that the decision on sanctioning prosecution of the MoS be taken by the Governor, the Raj Bhavan occupant is now in a Catch-22 situation.
