Odisha: How Maoists spread their tentacles while Naveen fiddled

When Naveen Patnaik took over as chief minister of Odisha in March 2000, the Maoist presence in the state was confined to a few pockets like Kalimela and Motu in Malkangiri district bordering Andhra Pradesh. Back then these areas were used by the Left ultras essentially as hide-outs when the going got tough on the other side of the border. Today, the government that he presides over is actually shouting from the rooftops that 18 districts in the state are Maoist-affected.
