Prez Reference a ploy for 2G cover-up?

A five-judge bench of the Supreme Court that heard the reference said that the February 2 order of Justices GS Singhvi and AK Ganguly (since retired) directing fresh auction of 122 spectrum licences was made with a view to promote transparency and accountability in public contracts. It said the reference challenged the conclusion of the court based on public trust doctrine that was never argued or considered by the said bench.
