Legislature-executive conflict behind Bharat Bhushan's sudden exit

The Rajiv Gandhi Bhawan, which houses the civil aviation ministry in Delhi, is located on Safdarjung Road, opposite the offices of the Director General of Civil Aviation (DGCA). The distance between them is hardly anything, a hop across the road and you are there. But very few bureaucrats do this. The customary Ambassador delivers them to their destination even if all it has to do is to take a U-turn and enter the opposite gate, a grand distance of 50 m.
