It’s been a bad hair week for Jagadish Shettar. He got the job of Karnataka chief minister all right earlier this month, but in an adverse climate, both literally and metaphorically. Described as a “pleasant” man by supporters and adversaries alike, Shettar is beginning to find that he has few friends. Karnataka has little money and no water.
