Making bureaucracy work

Finance minister P Chidambaram will not take much time to put his own stamp on everyday governance in the finance ministry which, by all accounts, seems to have become excessively bureaucracy-driven. The results were there for all to see in the form of convoluted and messy tax issues relating to GAAR, Vodafone, etc. If Chidambaram specialises in one thing, it is to rein in the bureaucracy by putting in rigorous processes of feedback and management information systems.
