Centre's 12 bitter pills for blacked out states

Chastened by the world's biggest blackout in terms of the number of people affected, eight northern states and the Union Territory of Chandigarh on Monday agreed to swallow 12 bitter pills prescribed by the Centre to prevent a repeat of the July 31 incident when half of India tripped without power for up to 24 hours.
