The Centre is resigned to the Supreme Court taking a long, hard look at the proposed constitutional amendments to restore quota in promotions for SCs and STs. The government's fears came true when quota proponents told the all-party meeting called to discuss the tricky issue that the Constitution should explicitly lay down that criteria of 'backwardness' and 'adequate representation' was not applicable to dalits.
