Bill on promotion quota unconstitutional: Jaswant

One day after the scuffle in Rajya Sabha over quotas for Backward Classes, senior BJP leader Jaswant Singh on Thursday blamed the UPA Government for bringing in the Bill to provide reservation in job promotions to Scheduled Castes and Scheduled Tribes in haste, calling it against constitutional norms.
