Time to discard discretionary powers

Congress chief Sonia Gandhi reverted to her pet theme of abolishing the discretionary powers of ministers to fight corruption at the second anniversary bash of the ruling United Progressive Alliance on Sunday. She has been at it ever since she articulated what has come to be known as the Burari agenda, while addressing the party’s plenary session at Burari, near Delhi, in December last.
