Perverse act of mercy

The Supreme Court has done well to seek an explanation from the Union Government on the inordinate delay in deciding on mercy petitions of convicts who have been sentenced to death or life term. The Government, accused of dragging its feet on this issue, has sought refuge behind the claim that existing rules do not provide for any deadlines to decide on mercy petitions.
