Why is 2001 criminal Guru still living?

After Ajmal Kasab’s execution on Wednesday, clamour grew louder for speedy hanging of Parliament attack accused Afzal Guru, who is on death row for eight years. There is confusion about the exact status of the file on Afzal’s mercy petition. While Home Minister Sushil Kumar Shinde said he may have sent back the file to President Pranab Mukherjee, MHA officials said the relevant document was still to be processed at their end.
