Envoy refuses to quit Swiss post despite orders

If there is any doubt that the Union Ministry of External Affairs has been among the worst performers in the UPA Government, here is the clincher: For over five months now, the Ministry has been unable to implement its own order posting a new Ambassador to Switzerland, merely because the present incumbent refuses to quit office on one pretext or the other.
