Incumbency tamed?

On the back of exit polls which project a third consecutive election victory for chief minister Narendra Modi in Gujarat, he has made the interesting claim that anti-incumbency has been replaced by pro-incumbency as a factor in Indian politics. Anti-incumbency has for long been assumed to be a natural force which will automatically swallow up existing governments, and high turnouts are taken as an indicator of anti-incumbency.
