Spectrum trade: A new wave
The Telecom Regulatory Authority of India chief Rahul Khullar’s pitch for allowing trading of spectrum deserves serious consideration. In the traditional scheme of things, spectrum – electromagnetic airwaves through which telecom signals travel – is assigned to individual operators, who alone have the right to use the allocated chunk as per obligations laid down in their licences. This model worked reasonably well, so long as the focus was largely on growth and maximising tele-density in the country.
