Congress suggests territorial council for Telangana

Desperately trying to find middle-ground over statehood for Telangana, Congress is mulling over granting territorial autonomy for the region on the lines of Bodoland Territorial Council. The territorial council could be headquartered in Hyderabad and would have legislative control over certain identified subjects. This would not include law and order. The suggested model provides for an executive council comprising a 'chief member and 'deputy CM' or Deputy Chief Member. The party is also considering coupling this move with an economic package in the forthcoming Budget session.
