Judge who gave death questions delay

On December 16, 2002, as the designated special judge for the Prevention of Terrorism Act (POTA) cases in Delhi, Justice S N Dhingra, who retired as judge of the Delhi High Court, heard and decided the Parliament attack case of December 13, 2001 "within a record period of about six months". Over 10 years later, on the day Afzal Guru, a key accused in the case whom Dhingra had awarded death sentence, was finally hanged to death, Dhingra wondered why it took the Executive "so long" to carry out the punishment.
