Lack of credible human intelligence hobbles intel

The repeated failure of intelligence agencies to crack terror plans could be attributed the age old problem of lack of quality human intelligence, admit several intelligence sources. The Indian intelligence apparatus is acutely short of reliable and consistent human intelligence. This is becoming more serious because of the present nature of terrorism, of domestic players planning attacks, mostly avoiding modern technological tools.
