Another flop show

The no-show at the second round of the spectrum auction is yet another grim reminder of the government’s inability to learn its lessons on the allotment of precious national resources. Once accused of giving away scarce telecom spectrum, it is now culpable of being overzealous in its bid to maximize revenues.
