Rail budget hits red signal

Notwithstanding the "feeling of a colossus" Railway minister Pawan Kumar Bansal said he acquired while presenting the Indian Railways (IR) budget, 2013-14, he concentrated more on elementary governance and routine operational issues than building an operationally and "financially strong organisation".
