Messing up on spectrum, again
The Telecom Ministry has failed for a second time in the last six months to allocate spectrum in a manner that would strike a balance between public interest, market efficiencies and greater revenue for the Government. If the 2008 decision to give out 2G licences on first-come-first-served policy was fraught with charges of corruption, the latest attempts to auction spectrum have ended in a series of damp squibs, prompting many to wonder if the auctions were wilfully designed to fail.
