PC's no upgrade

For the past six or so months, a belief has taken hold that Palaniappan Chidambaram is somehow different from the rest of the government to which he belongs. Here are the mantras of that belief: Where the United Progressive Alliance (UPA) is overly cautious, Chidambaram is bold. Where the UPA is backward-looking, Chidambaram is reformist. Where the UPA tolerates inefficiency, Chidambaram seeks effectiveness. Where the UPA will mislead with forecasts and promises, Chidambaram delivers action.
